Incoterms are international rules which are globally recognized by government bodies, law firms and entrepreneurs as the interpretation of the most commonly used international trade terms. The scope of Incoterms is applied to parties’ rights and obligations under a sale contract regarding goods supply. Each term is a three-letter abbreviation.

Dangerous Cargoes

Dangerous cargoes include substances, materials, production, waste products, which may cause damage to the environment due to their nature and specificity.  This damage may occur in case of any negative factor in the process of transportation, handling or storage. They may cause explosion, fire or damage to vehicles, equipment, buildings and structures, as well as death, injury, poisoning, burns or disease in humans, animals and birds. An emergency card may be issued for such cargoes on a carrier’s demand. The card contains forwarding freight characteristics (safety class) and rules of conduct in emergency conditions.

Safety Classes

According to State Standard 19433-88 “Dangerous goods. Classification and labeling”, all dangerous cargoes are divided into the following classes: Class 1 — Explosives, Class 2 – Gases — compressed, liquefied and dissolved under pressure, Class 3 — Flammable Liquids, Class 4 — Flammable Solids; hypergolic substances, substances which emit flammable gases in contact with water, Class 5 — Oxidizing Substances and Organic Peroxides, Class 6 — Toxic Substances and Infectious Substances, Class 7 — Radioactive Materials, Class 8 – Caustic Substances and (or) Corrosives, Class 9 — Miscellaneous Dangerous Goods.


Waybill of international standard. For international road traffic this document must contain the information provided by the Convention on the Contract for the International Carriage of Goods by Road (CMR): the date of shipment , the type of transported goods, the name and address of the carrier , the name of the recipient’s delivery. The waybill should be signed by a carrier and a shipper. The waybill is not a document of title, it can not be endorsed, the cargo should be passed to the recipient specified in the waybill.  The waybill contains  6 or 12 sheets.


It is internationally recognized document for cargoes produced and sold from the EEC.  This document confirms the goods export. The supplier gets acknowledgment of his goods export from the territory of the EEC when this European Declaration is stamped (in case of forwarding cargo from transit warehouse). This procedure allows the goods buyer to avoid the European VAT payment for the goods. EX-1 Declaration should accompany the cargoes of European origin, which are further forwarded from a transit warehouse outside the EEC. Declaration EX -1 is executed by  supplier/supplier’s agent or carrier/freight forwarder who have an appropriate license for execute these operations. Declaration EX-1 should be stamped at customs office of departure.


International customs transit document (transit guarantee) which is a guarantee issued by the Association authorized by the customs authorities. This document permits transportation of cargoes with customs stamps and seals on vehicles and containers in accordance with the Customs Convention on the International Transport of Goods under Cover of TIR Carnets (TIR Convention). The existing TIR Carnets consist of 4 or 14 sheets. TIR Carnets are issued in Ukraine by Association of International Road Carriers (ASMAP) written in French, except for the first non-detachable yellow sheet, which is written in English or Ukrainian. The TIR Carnet has terms of validity. After freight forwarding completion TIR should be returned to a carrier and should have all departure and destination customs stamp to confirm proper TIR procedures adherence.
